To be the body acknowledged throughout the world as
representing the interests of road transport in the Russian Federation.
Membership
The constituents of the Federal Road Transport
Association shall be the members of the Regional Road Transport Trade Associations of the
Russian Federation ( described in this document as Regional Associations) .
Membership of the Regional Associations shall be open to all operators and users of the
transport sector, together with providers of services to the sector.
Objectives
- To co-ordinate the collective views and needs of the Regional
Associations, from which a national policy position will be taken and pursued at Federal
Government level.
- To supervise the work and activities of the Regional
Associations with the express aim of raising standards and sharing best practices within
the road transport sector
- To communicate and disseminate all relevant information
through the periodic journal
- To negotiate with the federal Government concerning the
formulation and enforcement of a comprehensive transparent and non discriminatory
system of taxation for the road transport sector in the Russian Federation
- To promote the widespread use of the consignment note system
as a means of documentary proof of freight movements
- To lobby the Federal Government to create and operate a legal
framework for road transport which encourages profitable efficient business with the
minimum level of bureaucracy
- To lobby the Federal Government to institute enforcement
measures to improve road safety and penalise or eradicate illegal operations
- To encourage the Federal Government to operate a common
examination regime for mandatory qualifications within the sector which is robust and
capable of international recognition by virtue of its integrity
- The scope of activity of the FRTA will include:
- Road transport legislation and domestic regulatory issues
- International conventions applicable on the territory of the
Russian Federation
- Social legislation affecting the employment of persons in road
transport, for example minimum pay rates, hours of work, holidays, general terms and
conditions of employment
- Economic and competition issues affecting road transport in a
free market economy, e.g. company taxation, vehicle and fuel taxation, infrastructure
investment
- Enforcement of national legislation including liaison and
consultation with the Traffic Police, the Transport Inspectorate and Customs officials
- Road safety issues and initiatives
- Insurance issues to protect consignors, carriers and
consignees
- The activities of ASMAP, the international hauliers
association will be unaffected by the establishment of the FRTA.
- The Constitution of the FRTA
- General
In time it is anticipated that each region of the Russian
Federation will have a Regional Association. A Federal Association which embraces the
views and needs of all is desirable but to create a body with such a large constituency
would be largely unmanageable and would in consequence produce little impact.
It is therefore proposed to create a second tier
representative process to mirror the major economic regions of the Russian Federation.
- Operational Details Major Regional Associations
- Each Regional Association nominates a representative to the
Major Region Forum.
- The Forum agenda will cover the issues described in the
objectives which will be of Federal concern.
- The venue for the Major Region Forum will be the premises of
the Regional Association currently holding the chair
- Chairmanship of the Forum will rotate bi annually (by
consent)
- Meetings will be held every 6 months and will be minuted by
the Secretary of the Regional Association in the chair
- The formation of the Major Regional Forums will follow after
the establishment of the FRTA.
- Composition and Operation of the FRTA
- Each Major Region Forum will nominate a representative to the
FRTA
- The President of the FRTA will be elected by the 8 / 9 Major
Region Forum representatives
- The Presidents term of office shall be 2 years, after which
a re-election will be held
- Each representative will have a nominated deputy who will
attend meetings in the absence of the nominated representative
- The members of the FRTA will appoint a General Secretary to
administer the affairs of the FRTA and to represent the interests of the member Regional
Associations to the Federal Government as directed.
- Meetings will be held at not less than 6 monthly intervals
plus at any other time as is necessary to further the interests of Regional Associations.
- The FRTA shall hold an annual conference each year which will
give all the Regional Association members the opportunity to discuss the key issues
affecting the sector. The Ministry of Transport shall participate directly in the event.
- The President and General Secretary of ASMAP shall be invited
to participate in all meetings and events of the FRTA to ensure synergy of activities
- Facilities
The FRTA shall require office facilities based in Moscow to
enable its staff to maintain regular dialogue with the Federal authorities. Its objective
to inform and communicate with members will require the regular publication of a journal.
Appropriate resources, consisting of equipment and skilled personnel, will be required.
- Funding
The possible sources of funding for the FRTA will be as
follows:-
- Subscriptions by the Regional Associations
- Financial Assistance from the Ministry of Transport
- Revenue from sales of a regular publication to the transport
sector, possibly absorbing an existing Ministry of Transport publication
- Revenue from advertising in and sponsorship of the publication
- Revenue from the payment of an economic fee by each delegate
to the annual conference
- Revenue obtained from the staging of an exhibition of
transport related products and services alongside the annual conference. Editors and
journalists will be charged a fee for the right to participate.
It is likely that a combination of the above revenue sources
can be exploited. In the initial stages, TACIS finance will be available to mobilise the
concept through to journal publication. |
